Fold the hood with right-sides together and straight stitch along the top. Not loosely like last time. This should be a normal straight stitch that will hold it together.
Now your cape is assembled and you just need to make the ties for the neck.

Lay the hood on the gathered end of the cape. The hood should be upside-down so that the hemmed edges are on top. The cape should be right-side up. Sew the cape to the hood.
